The Vatican has sovereignty (a "sovereign independent territory") recognized by the United Nations. As a result, it has permanent observer status, as shown here: Permanent Observer Mission of the Holy See. So, it is a political system, though not one with a nation, with citizens and resident, but with a "nation," made up of the world's laity (faithful laypersons) and clergy. It is largely run by its own laws, decision-making processes, and leaders. We refer to the Vatican as an organization with mostly soft power, i.e., the power of image and attractiveness to those who follow it, as opposed to hard power, i.e., the power to coerce through tangible resources such as wealth or military force.
